Circle Skirt PSA

If you're looking at a length of fabric and thinking there's on way that it will make a circle skirt as long as you want, then, no matter what the pattern drafting book implies, it won't. There appears to have been a typo. The skirt length should be measured from the end of the waist hole, not including the waist hole. So, pleats? A ruffle?
